The head of the Immigration and Naturalization Service acknowledged for the first time yesterday that his agency was to blame for the visa fiasco last week involving two dead Sept. 11 hijackers and said it is considering stringent reforms that include limiting millions of foreign visitors to 30-day stays in the United States.

INS Commissioner James W. Ziglar also said he is considering prohibiting anyone who has entered the United States on a tourist, business or other kind of visa from attending school here until the INS approves a change to student status.

And six months after they have oeverstayed their visas a form letter will be kicked out and sent to whateer address they put on their application warning them that they are in the country illegaly, and giving them instructions on how to file for amnesty.

They won't have to file for amnesty, we all know that comes automatically every few years no matter who's in the white house.

limiting millions of foreign visitors to 30-day stays in the United States.

This is of course, unless they are illegal Mexicans, in which case they will be granted amnesty.

I bet they're all in Tucson, Phoenix, LA, or San Diego. I tell ya, Phoenix is looking like a dumping ground lately.

Why should this even be an option?
It is an obvious subterfuge, since tourist visas are the easiest to get.

Tourists must be made to return to the country of origin and apply like every other student.

Exactly. 30 days, six months, two years, what’s the difference? It’s all based on the honor system anyway.

The INS still seems to be dwelling under the misconception that it’s supposed to be Promoting immigration, legal or otherwise. Fortunately, their budget is restricted enough that they can’t run ads in third world countries explaining how to evade our border control or charter ships and planes to bring the illiterate and inassimilable in even greater droves.

What must it be like to be a truly dedicated INS border agent knowing that you’re backed up by a hierarchy like that…
