Democrats and civil rights groups contend that the estimated net undercount of 3.2 million in 2000, though lower than 1990, still includes mainly minorities and the poor.

ALWAYS for minotities and the poor or the children. I'm suprised Bill didn't claim the Monica he recieved was a needed for the poor and minorities somehow!!
The Democrats and their recounts. How many times will we pay for this to be recounted, and recounted, and recounted, untill they can somehow manufacture what they're looking for?
Aren't they the ones who wanted to change the Constitution in favor of simple sampling anyway?
They're just money grabbing paracites, I tell ya!!

Why should voting districts have to reflect the people who aren't legally allowed to vote? Remember, the census includes millions of illegals.
