Are you sure it wasn't Rudolf Diels who founded the gestapo?

I see webpages accredited(?) both to being the founder of the Gestapo...

DIELS, RUDOLF: Founder and first head of the Gestapo, Diels paved the way for the totalitarian police system later perfected by Himmler and Heydrich. In the power struggle between Goering and Himmler, Diels was dismissed from the Gestapo. He was a prosecution witness at Nuremberg.

Goering and Kaltenbrunner were members of the Gestapo. Goering, the founder of the Gestapo, bragged that every Gestapo bullet fired was his bullet, and that he assumed full responsibility for the acts of the Gestapo and was not afraid to do so.
