The MBTA Police Department's zero-tolerance approach to crime is a failed policy that has unfairly targeted black, Hispanic, and Asian youth and has bred widespread mistrust and hostility in minority communities, according to a report by a task force formed to study allegations of racial profiling.

The task force's report did not accuse the T police of deliberately targeting minority youngsters, in part because the MBTA does not compile sufficient data to reach such a conclusion.

Translation: The Boston Transit police are racists.

Rather than focus solely on combating crime, the agency must also place a premium on forging relationships with the people who use the transit system

Translation: Kids are only precieved as criminals because the police treat them like criminals.

Translation: We will tell you how to run your department.

work with black legislative leaders to find ways to ''remedy'' or expunge the criminal records of some teens arrested on minor charges

Translation: We want the right to hide the criminal records of career criminals so that later when some guy is arrested for a major crime, we can say, "see, he has a clean record" and "this is his first offense".

Unfairly because they got caught?

"...arrest could have been avoided if alternatives were in place to deal with minor infractions..."
What about the alternative called "law-abiding behavior"?
"Don't do the crime if you can't do the time!"

That is exactly what I was thinking. They don't wany police, they want social workers with fistfuls of dineros to handout to stop the shakedowns.
