The MBTA Police Department's zero-tolerance approach to crime is a failed policy that has unfairly targeted black, Hispanic, and Asian youth and has bred widespread mistrust and hostility in minority communities, according to a report by a task force formed to study allegations of racial profiling.

Translation: The Boston Transit police are racists.

Translation: The majority of crimial activity is committed by minorities.
Rather than focus solely on combating crime, the agency must also place a premium on forging relationships with the people who use the transit system
Translation: Kids are only precieved as criminals because the police treat them like criminals.

Translation: We want the right to hide the criminal records of career criminals so that later when some guy is arrested for a major crime, we can say, "see, he has a clean record" and "this is his first offense".

What about the alternative called "law-abiding behavior"?
"Don't do the crime if you can't do the time!"
That is exactly what I was thinking. They don't wany police, they want social workers with fistfuls of dineros to handout to stop the shakedowns.
