Members of new Serbia-Montenegro state may leave Union after three years

Belgrade, 14 March: Three years after the signing of the agreement on the basics for the redefinition of the relations between Serbia and Montenegro, the two republics have the right to review their state status, that is, to leave the state community.

The agreement "The basics for the redefinition of the relations between Serbia and Montenegro", was signed today in the Federation Palace by [Serbian and Montenegrin] Prime Ministers Zoran Djindjic and Filip Vujanovic, Montenegrin President Milo Djukanovic, FRY President Vojislav Kostunica, FRY Deputy Prime Minister Miroljub Labus, and EU High Representative Javier Solana.

The name of the future state will be Serbia and Montenegro. It will have the following joint institutions: an assembly, a president, a council of ministers and a court.

The president will be elected by the assembly at the proposal by the council of ministers, which will also control the president's work.

The council of ministers will have five departments: for foreign affairs, defence, international economic relations, domestic economic relations, and for the protection of human and minority rights.

Serbia and Montenegro will have separate currencies, markets and customs, but they will have to harmonize their economic systems to meet the EU criteria.

Djukanovic government poised for crisis

11:26 PODGORICA, Friday – Montenegro’s minority government looks set to fall with the withdrawal of support from the Liberal Alliance.

To date, President Milo Djukanovic’s Democratic Party of Socialists has kept a fragile grip on power only with the support of the Liberals in the Parliament.

A senior Liberal official this morning said that, by having signed the agreement on redefined federal relations, Djukanovic had violated the agreement between the two parties.

The crucial condition of that agreement is the holding of a referendum on independence during the first half of this year.
