National Guard Contigency Plans

I am a volunteer firefighter here in Iowa. The other night we we having regional training with representives from state HAZMAT, EPA, Sheriffs, and National Guard on dealing with clandestine meth labs. We do have a problem, especially with a new method of meth manufacture that leaves hazardous chemicals in public places where children can get at them.
Anyhow, the Guard representitive got up and told us about how they are now directed in time of national emergency to get a list of suspected illegal drug lab technicians and other subversives from the local sheriffs office. It was quite obvious they intended to go house to house cleaning these folks up, guns blazing. They had some military word (I can't remember) to describe this action but it was clear no due process, little emphasis on arrest, just go in with guns blazing. I was stunned.
Is this Guard representive speaking for himself or is this a Guard wide national policy? Any other public service folks who have had this experience? I would be great to hear from you.

Directed by whom? Did he happen to mention that? This sounds like a local thing, as it would be so blatantly illegal that a federal policy like this wouldn't be casually publicized. They'd just wait 'til the emergency, and give groups of Guards lists of names and addresses, and send the Guards to deal with them thinking the people had been found to have some connection to the current emergency. Nonetheless, even assuming it is a local thing, you should contact your congressional representatives forthwith, since the local goons are using the federally organized and funded National Gurad to carry out this illegal program.

I'm curious. Is this something that the locals asked help with to clean things up? Or, is this part of the Patriot Act?

Unless martial law has been declared, the NG can't do jack. They need a tag along police man to make any arrests and can not enter a private residence without police and a warrant.

It was mentioned as a course of action to liquidate these clandestine lab operators and "subversives" whatever that means (you and me?). It was a bit off topic, since we were most concerned with HazMat in dealing with old meth labs (ammonia, ether, meth residue).
