Shoot to kill is still a very effective war tactic. Let the journalists moan about how killing is wrong, the rest of us outside the beltway and newsrooms really appreciate the military (Canadian, U.S. and others) fighting to defend our freedom and safety.
I just wish they'd quit pussyfooting around with euphemisms like "we will engage the enemy" when they mean "we'll shoot their head off."
