No. Liz posted some articles last summer about Ingram and his arrest in Florida. Kevin Ingram was the most sucessful black trader on Wall Street and worked for Deutsche Bank, where he got into some sort of trouble.
Jesse Jackson negotiated a settlement for him through the Wall Street Project and Ingram got a huge wad of cash. Then he was arrested in the arms smuggling thing in Florida.
The Ingram in your article isn't related. I don't think so, anyway.
