Andrews is home of the 89th Military Airlift Wing, which operates Air Force One and provides VIP airlift for the President, VP, members of Congress and other government officials. I don't think any fighters are permanently based there, although some might be sitting alert after 9/11--I'll defer to anyone who is stationed there, or has better knowledge of what's on the ramp at Andrews--other than the VIP aircraft mentioned previously. Again, in my experience, Andrews never had an AD alert mission; historically, the D.C. area has been covered by Vermont ANG F-16s on alert at Langley AFB (Hampton, VA), and Atlantic City, NJ (NJ ANG).
