A Master Sergeant (E-8) doesn't come up with these kinds of ideas. He was pressured by his commander to do this and he is going to take the fall. The commander (an officer) will be invited to retire at his earliest convenience thereby losing nothing. Until the Army starts holding the real perpetrators accountable this will continue. I've seen these exact practices first hand.
