Witch Doctors, and certain ecclesiastical courts -- Catholics included, are/were empowered to send individuals to their death.

A real threat now, isn't it? Tens of thousands alive today have had a member of their family executed by Catholic courts.

Btw...the civil courts in Spain were worse than the Inquisition. People petitioned to be tried by the Church. It is also not surprising that theocratic governments would have theocratic courts.
