For what it is worth, re: Al Qaida and Uruguay, from Congressional Research Service:

"Bin Laden is estimated to have $300 million in personal financial assets which he uses to fund a network of 3,000 Islamic militants, said the report written by CRS Middle East specialist Kenneth Katzman.

It said Al-Qaida cells have been identified or suspected in Afghanistan, Pakistan, Azerbaijan, Uzbekistan, Tajikistan, Chechnya, Saudi Arabia, Qatar, Yemen, Jordan, Egypt, Libya, Lebanon, Algeria, Tunisia, Sudan, Mauritania, Somalia, Eritrea, Kenya, Tanzania, Uganda, Ethiopia, Bangladesh, Malaysia, the Philippines, Uruguay, Ecuador, Bosnia, Kosovo, Albania, Britain, Canada and the United States."
