That rumor can be traced back to a couple articles written by leftists more than 20 years ago that had Hoover answering his door dressed in panty hose when he had parties. Over the years the articles have become progressively embellished. It's hard to imagine Hoover doing that. He would have been ruined immediately. I find there to be little factual information to back up those rumors.
