Davis said Lay urged him to require electricity customers to pay the record wholesale prices being charged in late 2000 and last year.

Maybe I'm missing something here. Lay urged Davis to require the users of electricity to pay for what they used? And Davis didn't take this advice? No wonder the state is in the whole for $14 Billion.

Blackout didn't seem to follow any logic, what has occurred during his term other than bankruptcies of the plants and inability of private sector to build additional units? How does one interpret this as anything other than forced socialism?

no, you're not missing anything.

here in california there is the pervasive attitude that no one should pay the true value of any commodity, be it electricity, water, milk...etc.
