Striking back at his Republican detractors, Gov. Gray Davis on Wednesday defended his much-maligned energy policies and argued that the power crisis grew out of an excessive and irresponsible reliance on the open market.

The Democratic governor, who spoke before the Sacramento Press Club and the California Newspaper Publishers Association, focused his two speeches on his accomplishments in the areas of education, health care and security.

Davis said the deregulation scheme adopted by California lawmakers in 1996 was faulty because it relied too heavily on free-market forces. Rather than keep electricity prices low, he said, the system allowed power companies to play the market and keep electricity prices artificially high.

You can tell that the Governor is a Democrat. The truth is an irrelevant concept; the problem is State control not the lack of State control.

....excessive and irresponsible reliance on the open market.

And here I thought that the cause of the power crisis was bad management by elected California officials. I suppose that the Stockmarket is also irresponsible. I further suppose that Davis would like to impose full price controls, like Nixon did back in the early 70's, so that he can keep the US Economy from having to rely upon open market forces. No wonder the California economy is in the toilet!
