I thought that you might be interested in an overview article on the various FERC Orders that shaped the deregulation of the power industry. While I would emphasize some things a little different, this is a pretty good overview.

It's a good overview, but the author could have made it lot more interesting by detailing California's argument with FERC over joining the western RTO.
