We have NH2020 going on up in Nevada County and regional planning going on here in Sacramento. You get things like the City working a deal with environmentalists and developers and a judge deciding which property will be set aside to mitigate. The land in question is outside the city's sphere of influence and the city doesn't want to buy the development rights so they are just condemning the land. The county will do nothing because they want to protect the airport. The land will be given over to the conservancy who will turn it into habitat for snakes and birds. The airport is already one of the most dangerous when it comes to bird strikes.
