Actually, I would counter-contend that there has been a Palestinian State since 1921 -- Jordan. Arab Palestine, the eastern 80% of the Palestine Mandate. If "Arab Palestinians" believe that they must have a Palestinian State, let them go to Jordan.
Of course, Jordan won't accept that.
So, failing that, the Sinai could've been fitted out for the purpose. Woulda made more sense than giving it back to Egypt, IMHO.

It shouldn't. (Which is why I lamented the fact that the USA bribed Israel into giving up the Sinai).
