I don't think Rivero altered any of the pictures, he just used a more convenient one from a bad angle to "prove" his phony point.

He wanted to claim the Osama in the 3rd tape was not the real Osama, so he posted a picture from that tape, compared to pictures from three other tapes, to say they look different.

Republican Strategist has found a more appropriate picture from the very same tape, which came from the same angle as the other pictures, which proves Rivero is full of --it.
