This is nonsense. The One Ring corrupts, not because it is powerful, but because it is EVIL. It holds a large part of the evil of its creator, and will work evil into the best intentions of anyone who wields it. The beauty of this story is that although the ringbearer is small, weak, and unworldly, his purity of heart is greater than any sorcerer, king, or warrior. Consider- the wonderous lands of Elrond and Galadriel are only maintained due to the power of their rings. They hold great power, but both are willing to see their people diminished , rather than to submit to evil.
