He's using scare tactics.
Sometimes non-skilled immigrants raise children who learn English and do well in school but in very many cases, they don't prepare them for school, they don't help them with homework, they don't encourage them to stay in school. Where I live there's a 38% drop out rate and many drop out in middle school ---that's in spite of bilingual programs they can stay in all the way through and a college that offers classes in Spanish. Also many of them start having babies at 12 or 13 and end up on welfare and the cycle repeats.
