In an egalitarian culture appropriately sensitive to its historical and ongoing mistreatment of minorities, the charge of discrimination has an intrinsically popular appeal. But in the case of militant Islam in the West, the extremists have shrewdly parlayed their minority status into that of being a victim of religious and ethnic repression.
