The origin of the Klan appears to be completly foreign to you. (ie: you are an idiot) At the conclusion of the War Between the states (Civil War) all whites in the former Confederate states lost the right to vote. To keep it simple for you, the Whites could not elect sheriffs so they lost all law enforcement. A good sample of this is in the movie GONE WITH THE WIND. Inhabitants of "Shanty Town" (Blacks) attack Scarlit. Husband, Father, Friends arm thenselves an rid the community of this vermin. Just like your example of Black action in the 1920's. "Be careful not to muddy the water, you may have to drink it"!
