Well technically it's true. Pak has about 2 dozen bombs. India has about 60-70 as well as 3 times the population and a superior army.

Spoken as a Christian who has no greater love for the Hindu cause or the Muslim cause, the Paki's haven't the technology to deliver their best weapons far from their own frontier. The Indies have hardened warheads and workable missile technology. Oh, and there are 6 Indies for each Paki.
Thus, the Pakis will not start a war.

I don't think it is stupid. The reason to have nukes is to deter others from using them. By assuring Pakistan that India is willing to take what they have in exchange for destroying Pakistan is the right thing to do.
Islamics have been trying to take over India for hundreds of years, and will continue to do so unless stopped in their tracks. Sometimes you have to bite the bullet and fight.
