Perhaps Roosevelt didn't know the attack was coming at Pearl Harbor, but he knew that the US oil, steel, and rubber embargoes, _acts of war_ on the part of the US against Japan, had pushed Japan into a corner, and that they would attack the Western allies somewhere. The American government didn't suddenly realize it had to fight Japan after Pearl Harbor; it was already at war, and just hadn't told the American people.
