There's nothing he can do with U-238. It's as harmless as lead. Same material is used for sabots (??? the bullet part of, say, a 20mm cannon shell).
There is no way he could make a nuclear or even a dirty bomb from uranium 238.
Probably was using it to do just that, load his troops shells with dipleted Uranium to cut through the US armor he expected to be chasing down his cowardly behind. Good thing we didn't give him the opportunity to use it.
