I would make a small bet that most frequent example "begin[ning] experimenting" is masturbation, which isn't exactly a practice that requires contraceptives, protection against STDs, etc.
I re-read the article again and became just as angry as I was the first time. I have four kids -- two girls -- and am sick over this. Just because SOME girls are experimenting with sex when they are 13, why should we encourage it? Shouldn't we tell them, Just Say No?
If they start experimenting with drugs when they're 13, should we hand out the needles and joints and just say, "If you're going to shoot up, be safe?"
