Yes. It's a price manipulation scam that puts bureaucracy in position to deliver political payoffs to select developers, banks, foundation owners, professional contractors (engineers geologists, archaeologists,... ). I document it pretty thoroughly in my book in the case of the County of Santa Cruz, California, where it has been going on for thirty years and reached a VERY advanced stage. It takes a lot of forms but almost all of it uses powers derived from multilateral treaties.
