But, go back to the first link Amore, because that link sounded to me like Orange COunty should have such a plan, and frankly, I am certain it does. Maybe that county is not on the list because it is not updates -- as I am certain Orange County does allow school choice (and, is required to under state staute, as in the first link).

I meant to say that list of 18 counties may not be updated, or, that plan in those 18 counties is in addition to an existing plan of choice.
