Through some detective work, and google, I've found some emails:

The lady responsible for fighting fraud at PayPal (Grrr...) is Sarah B. Imbach, email: sarah@paypal.com
An executive VP who is friends with PJ Comics (perhaps dropping his name will help?) is Jack R. Selby: jack@paypal.com
Also check out DOJ's Internet Fraud Center and fill out a complaint.

Of course, I've been at it for over a month, with no results. I read on a PayPal bashing site that many, many accounts are being restricted as PayPal begins to file for Chapter 11, but this is probably just a rumor.

We've used paypal for about a year now and we haven't had a single problem. I did finally notice the fees charge the other day (my wife usually takes cae of the billing stuff) and I was thinking about dropping them from our pmt. options, however a lot of people we deal with use paypal.
