I too am curious to hear him answers those questions. As far as I know "..shall not be infringed" is easily understood.
I say again:

This means simply the feds prohibit the states from prohibiting where you can carry a concealed weapon.
I can't speak for anyone else.
What I think would be an ideal next step would be for all States to recognize CCW permits issued by any other State, or Vermont residency. We have shall-issue CCW permits in 37 (?) states now, and Vermont has no permit requirement for CCW. Let's make all states honor CCW permits from other states just as they honor driver's licenses from other states.
I do not want a federally-issued CCW permit. That would be a Bad Thing.
