"The swift actions of these legislators were bolstered by the support of motorist advocates. "We believe that the states will do as good a job, or even a better job, at setting and enforcing the limits," says Bill Jackman, a spokesman for the American Automobile Association. "In many states the federal limits were really disdained. . . . All of the state departments of transportation are responsible institutions with respectable people working in them.
