Pardon me, it was 4,350,000 in Delaware, Kentucky, Maryland, and Missouri, border states that remained within the union, the 275,000 slaves in Union occupied Tennessee and myriad others in portions of Virginia and Louisiana under the control of Federal Armies.
These were a MAJORITY of slaves that were held in the US, so the only slaves it freed were the minorityin southern states that were in rebellion, and he had no power there.

I'll ask again. What is your source for that figure? The number you give is almost 11 times greater than the number of slaves shown to be in the North by the census of 1860. Where did your numbers come from?

Union armies crushed out the rebellion and restored the national authority in all the states.
But you probably mean he had no power under the --Constitution-.
