Yep. He's just trying to save his sorry political ass. If he didn't have to, he wouldn't. But I suspect he is going down. He represents a quite high income and well educated district. They won't be fooled. That airplane incident made him look like a total jackass. And folks aren't too interested in hearing folks whining, particualarly their representatives, that they are being profiled and discriminated against, and isn't that terrible, because they are Arab.
