Not quite. Then FReeper Registered used it on FR as an animation pic that gained national notoriety (the one with Hitlery hiding silverware in her dark trenchcoat). And then we all used it for the Free Republic Inaugural Ball theme: "Count the White House Silverware" on January 20th 2001 in Washington, DC.

Wasn't that Mia T's graphic?

The original remark came from a retiring White House usher, as quoted in Gary Aldrich's book, Unlimited Access. Something about that we'll have to count the silverware when the Clinton's leave office.
