It is one that intends to emphasize the "virtual" nature of the Corporation while minimizing "brick and mortar" costs -- i.e., it will operate by facilitating data sharing, and decisionmaking via seamless communications using a private network with broadband connectivity to the Agency and its partners, while limiting direct infrastructure investments in laboratories and related facilities by leveraging the facilities of others.
