What puzzles me though is that while it's invisable, it's nevertheless easy to detect. If a cargo container came into a U.S. port with enough radioactive material in it to constitute a "dirty bomb" there should be enough radioactivity comming out of it to be seen from orbit. If the builders of the device shielded it to conceal the radioactvity, they would then impare it's ability to disburse the radioactive material when it exploded.
