I meant embedded in the body. Although it wouldn't be surprising if future id cards themselves have a small gps unit. But how can you trust terrorist to always carry it? No it must be somewhere in the body along with a self-destruct device if removal is attempted. Hell, wouldn't it be just plain common sense to outfit everyone with ankle bracelets (of course, they would have to include a little explosive just in case you're a terrorist that's about to perpetrate some atrocity)? You're either with us or against us!
