The "Dirty Little Secret"about "The Kyoto Accord"is that there isn't one!It was all about"Feeling Good(Guilty)",and"Reaching Out"to the third world.Sure,we in the west did pollute as we were harnessing"The Industrial Revolution",but we have learned(and are learning)that we can be productive with a lot less pollution!The"Kyoto Accord"is nothing more than a License for China et al.to pollute at will(they haven't the technology to do otherwise)while they grow their economies.On the other hand,we in the west will voluntarily restrain our industrial activity so as not to"Pile On"with pollution.Also,this is viewed as a way of letting the other guys(third world)catch up!!It's all just a huge load of"Barbra Streisand"!!!!

Canada is ranked 8th in the world in greenhouse gas emissions and under the terms of the treaty would reduce emissions about 20% from 1990 levels by 2012. Russia is the world's third largest emitter of greenhouse gases. And Russia is an "Annex B" country under the protocol, just like the US and Canada. But under Kyoto it has been assigned an emission reduction target of 0%.
