That's because for 10 years the CDC budget has been spent trying to convince the world;
that AIDS is NOT a "gay disease",
that changing life styles is not an option, and
"Why aren't we budgeting more money for a cure?"

What is the sexual orientation of the majority of the people running the CDC?

The CDC labs looked so bad you could probaly get AIDS by just walking through the place. It looked like an abandoned CRACK lab that has been sitting for 30 years.
