If terrorists shot down Fl. 800, they haven't (as far as I know) announced it. Maybe their goals are to make their point quietly, but that is not the usual mode of operation for terrorists (even the name, terrorists implies that you are trying to spread terror, i.e. make many people aware of your ability to inflict murder and mayhem). So if they are keeping quiet about it, it would not be the normal mode of operation.
