Well, if he was shot dead before he got a chance to crash the plane, then he would think twice about boarding that aircraft. If he's dead, he cannot fulfill his mission.
And it is the GUNOWNERS responsiblity to get the proper training, not the governments job to make him get it.
Owning a firearm and carrying it are rights, and therefore you are allowed to own one whether you are trained or not.
