I would say that you are superimposing "Western thinking and logic(whatever that is)" onto Western thinking and logic.

No organization no matter how completely stupid they are is going to smuggle 20 nuclear bombs into a country and then use four planes to attack that same country.

Your high. They are going to use whatever is ready. Why waste your nukes on say the WTC for example when you were able to take it down with your "conventional" weapons. How does that make sense?
