I agree, his best shot was on Sept 11. It has been all downhill for bin laden since then! If he had nukes he would have used them by now. He doesn't care about spreading his perverted version of Islam, he only cares about killing, harming, maming people! He is pure evil!

You're whistling in the dark.

The enemy is not a computer program, with a completely predictable outcome presuming the variables and input data are known. It is not prudent to infer a logic table that the enemy must be obligated to obey.

Sometimes enemies surprise us.

My take on bin Laden, based on his history and his propaganda tapes, is that he expected 9/11 to elicit an immediate massive attack which could be used to rally radical Islamofascists to overthrow governments (particuarly, the Saudi government, which was his prime target).

That has the advantage of explaining why there was one big attack with little (if the anthrax mailings are his work) or no (if not) followup.
