Yes, it is. However, let's get real. I believe he meant 1000 Kbps, not Mbps.
I work on systems that push data for backups over fibre channels at 1000 Mbps on a BAD day. Your garden variety ISP isn't going to support that kind of speed.
Even if it was 1000 Kbps, that is still incredible for a cable modem.
