Yes. There were about 38,000 Jews surrounded by 500,000 Muslims, before the Zionist movement. It was peaceful and those Jews did not welcome the outsider Zionists coming and disrupting the peace.
Also if you check the history, Muslim controlled Spain (Moors) was preferred by the Jews to the treatment meted out in Christian controlled parts of Europe, at that time.
