According to Israeli sources the Palestinians have dug 1400 "illegal" shallow wells because of their water pipes are cut of all but a few hours a day for a couple of days a week.
The shallow wells pick up pollutant ground-water run-off and that water eventually makes its way back to the aquifers in the Jordan Basin.
They should drill proper wells. Arafat has the money for driling these wells in his Swiss Bank accounts.
