If Texas wanted the GOP to control redistricting, they'd elect Republicans to the legislature. The GOP should be happy that this will bring them from 13 seats to 15-16 seats. In some states like Michigan, the GOP is doing what the Dems in Georgia are doing-- using their power to smack down the other party.
The Dems own the legislature, so it could have been a lot worse.
We have been trying. But our legislative gains have been hampered by the extreme Martin Frost-Ann Richards gerrymander of 1991, which created a strongly RAT legislature that has been whittled down to 78-72 RAT house and a 16-15 GOP senate.
Unfortunately, we also have plenty of people who still vote RAT because grandpappy voted RAT.
Our LRB drew a map which would change our house from 78-72 RAT to 88-62 GOP, but we are awaiting pre-clearance. Unlike the good folk in NH, we are under the strictures of the voting rights act which requires DOJ pre-clearance of redistricting plans.
