Notice that there is no mention of "middle eastern" men.That's because the pamphlet is about domestic terrorism. Foreign terrorists, by definition, are not domestic.
I hate to break it to you, but there are individuals in all the groups listed who are indeed potential domestic terrorists.
Certainly, not all people with such views are terrorists, any more than all "Middle Eastern men" are.
