OK. It is suppressing votes linking from FR. If you cut-and-paste the actual URL into the browser you get precisely
one chance to vote; not multiple ones. An error message: "Cannot lock file" or something similar is displayed
instead of the poll.

Try hitting control + refresh--works for me, having voted 6 times now in about 60 seconds.
